Issue Summary

When Navigating to the Time Tracking page, the Tier 1 menu banner appears to slide down a bit from the top of the page, leaving a white gap between the top of the page and the banner.
Other pages (such as Epic Grid) don't have this gap on the tier 1 menu.

Steps to Reproduce

1. Log in to Jira Align
2. Navigate to Time Tracking-beta page

Expected Results

Tier 1 bar's position should remain consistent with other pages.

Actual Results

A gap exists at the top of the Time Tracking page versus the other pages in the application.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
