Issue Summary

Capacity page does not show all the teams under the program.

Customer has setup programs and teams under the program. But when they go to the capacity module, the Capacity page is not showing all the teams under the Program.

Once the user clicks on the Capacity page for a Program for a specific PI, any new team created later will not update/show on the Capacity page for that selected PI and Program.

Steps to Reproduce

Only reproducible in customer environment. Support is not able to reproduce.

1. On the Teams top menu > Select a Program 
2. Select a program increment (PI) on the left side PI filter 
3. Navigate to the Capacity page on the left side menu
4. In the Capacity page, under the Plan details section, it is not showing all the teams that are associated with the selected program. It only shows some Teams and does not show all teams under this program.
5. Observed behavior: Once user clicks on Capacity page above for a specific PI and Program, any new team created later after that point will not update/show on the Capacity page that has already loaded for that selected PI and Program. The Capacity page does not update to show the new teams (for the PI) that are created after the user clicks the Capacity page and it has already loaded.
6. However, if the user selects a different PI on the left side PI filter, then clicks on Capacity page on the left menu for the first time, the page will show the new teams created so far until that time for that PI. Once clicking on Capacity page, any new teams created thereafter this point, will not update/ not show in the Capacity page for the same PI.

Expected Results

Capacity page should show all the teams under the program

Actual Results

Capacity page does not show all the teams under the program. New teams added are missing to show in the Capacity page.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
