Issue Summary

On the New Roadmaps page, when "Group by: State" is selected in View Settings for the Epics or Capabilities work item view, the roadmap fails to group items by their State value. Instead, all Epics/Capabilities are displayed under every state, regardless of their actual State (In Progress, Accepted, Done, etc.). The Group by State functionality works correctly for other work item types (Themes, Features).

Steps to Reproduce

1. Navigate to New Roadmaps

1. Select Epics from the work item type dropdown

1. Click View Settings (top-right)

1. Add State as a column

1. Set Group by: State

1. Observe the roadmap view

Expected Results

Epics should be grouped into separate sections by their State value (e.g., "Not Started", "In Progress", "Accepted", "Done"), with each section containing only the Epics that have that State assigned.

Actual Results

All Epics are displayed under each state irrespective of the state value. No separation by State occurs. The same behavior is observed for Capabilities. Other work item types (Themes, Features) group correctly.

Workaround

Currently there is no known workaround for this behavior on New Roadmaps. A workaround will be updated here when available.
