      Issue Summary

      System Roles: Users with portfolio level access can't see all themes tied to a portfolio only the themes tied to the programs they are associated to

      Steps to Reproduce

      1. Assign a user to a portfolio
      2. Then assign a user to 2 programs
      3. Next impersonate that user and set your tier one to the assigned portfolio
      4. Confirm how many Themes you see on the theme grid
      5. Now impersonate a super admin and see how many themes they can see with the same tier one setting

      Expected Results

      User should be able to see all themes across all programs if they are on the portfolio and the system role has access to themes

      Actual Results

      Users with portfolio level access can't see all themes tied to a portfolio only the themes tied to the programs they are associated to

      Workaround

      Currently, there is no known workaround at the moment.

            12/11 - Please close this issue.  I worked again with the user and found when she clicked Reset from the Config Bar and chose a PI she was good to go.  This issue is now considered resolved

            I worked with the user and  user is assigned to a program but still can't view themes.  This was different from what i first reported so there is no workaround.  I don't see any way to add a document at this time but user is part of program

            Program CDO - Other Strategic Priority (OSP) Program  - Novella is a member of

            This program has one theme assigned and it's not on Novella's listing (Theme ID 142)
