[JIRAALIGN-896 ] Backlog : Ability to rank within a particular Theme consistently with other Programs and Team level work items

Issue Summary

Backlog : Ability to rank within a particular Theme consistently with other Programs and Team-level work items.

Steps to Reproduce

1. Navigate to Backlog page
2. Set Tier1 menu to Portfolio view
3. Filter by Theme
4. Attempt to rank

Expected Results

On the Theme backlog, users should have the ability to expand Themes to view child Epics and rank those Epics under the Theme, just as you can rank features under an expanded Epic.

Actual Results

Ranking is disabled right after user selects any level of filters.

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available.
