Issue Summary

In the Legacy Roadmaps, users could view a Theme and see all contributing work (Epics/Features) regardless of which Program or Portfolio that work belonged to. In the "New Roadmap" experience, the view is strictly constrained by the Configuration Bar hierarchy.

Current Behavior: The new Program Roadmap view is limited to a single Portfolio's hierarchy. Teams that own a Theme with cross-portfolio dependencies cannot see contributing teams' Epics/Features within their own roadmap view.

Previous Behavior: The old roadmap allowed teams to see all contributing teams' work within a single Theme view, regardless of which Portfolio those teams belonged to. This gave Theme owners full visibility into overall progress and dependencies.

Proposed Solution:

Enhance the New Roadmap to allow for cross-portfolio aggregation when viewing by Theme, or allow the selection of multiple Portfolios/Programs in the Configuration Bar specifically for the Roadmap view.

Business Impact:

Strategic tracking is currently fragmented. Users are forced to use the Enterprise Roadmap, which is often too high-level or outside the daily context of the Portfolio/Program teams, leading to a loss of visibility into global strategic progress.
