Issue Summary

Multi-program features doesn't show on the secondary programs when viewed in Program Board. 

Steps to Reproduce

1. Create a Multi-Program Feature
2. View the Program Board and make sure to select the programs(primary and additional) indicated on the created Feature.

Expected Results

Features with stories assigned to a team but unassigned to an iteration should show on the team's unassigned column even on the feature's additional programs program board.

Actual Results

The feature is only shown on the primary program and not on the additional programs.

Workaround;

None.

Features will only appear on the additional program board if it there is a story assigned.
