Issue Summary

Adding a "Tag" filter on the new roadmap and searching does not always result in consistent findings.  Sometimes tags that should match are not found, and sometimes they are - Example:  tag LTMT

Searching LT yields nothing, while MT pulls up the tag.  Difficult to reproduce without a very large list of tags

Steps to Reproduce

1. New Roadmap > Filters > Tags > type in a search
2. Observe the tags that appear in the list

Expected Results

Everything matching the search parameters should appear

Actual Results

Some tags are not appearing in the results
