Choosing a program or owner on the create dependency page sometimes breaks the page rendering completely

Steps to Reproduce

I reproduced this in alignsupport on 11.191.

I can’t seem to reproduce this perfectly on demand, but I can reproduce it eventually by changing the owner and program over and over. Customer owner/program lists are larger and more likely to reproduce on demand.

1. Create a new Epic dependency
2. Fill in the required fields at the top (name/description/PI/etc)
3. Click on the “Requesting”, “Depends on” and “Owner” fields to select options.
4. If the issue doesn’t happen, try changing these values quickly until the page breaks

Expected Results

The page would never break rendering

Actual Results

The page breaks completely
