[JIRAALIGN-875] Theme Budget not calculated without a child Epic (project) associated

Issue Summary

Theme Budget not calculated without a child Epic (project) associated.

In the Strategy Room, the Budget column only shows budget of the Theme. If the Theme has no child Epics or Features this column will not be calculated at all.

This appears to be working incorrectly.

Steps to Reproduce

Preconditions:
Create a theme and associate it to a Snapshot (no children exist on the theme), add budget to theme.

1. Access Strategy Room and select Snapshot
2. Click on Themes
3. View Theme List and note Budget

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
