Issue Summary

If a work item is at the bottom of the Roadmap page and screen (bottom of the screen with no more scroll space), you will not be able to assign health to a work item.  The popup will appear, but the health options will render off screen without a way to scroll and see them.

Steps to Reproduce

1. Go to the new Roadmap and change "Color by" to Health
2. Make sure the Roadmap has enough work items to put an item bar at the very bottom of the screen (resize your browser window if needed)
3. Right click on the work item's bar and click on the Health dropdown

Expected Results

The health options would appear - either rendered above the bottom of the page, or with the ability to scroll through options

Actual Results

The health options in the dropdown render outside of view and nothing can be selected
