Issue Summary

Features linked to non-existent Programs are inaccessible to all user roles, including Super Admins. As a result, they cannot be deleted, and if the Features are connected to PIs or other work items, the related objects can't be removed.

Steps to Reproduce

1. Go to Jira Align → Feature

1. Try to access via Jira Align API or UI to a Feature that is linked to a non-existent program.

1. Additionally, try to update the URL from Jira Align by using the Feature ID to access the Feature linked to a non-existent program.

Expected Results

The Feature can be accessible even when linked to non-existent Programs for Super Admins.

Actual Results

The Feature is not accessible via UI and API, and can only be retrieved at the database level.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
