Giving users the right to update a goal or objective created by management is completely different from giving them the right to add or delete.

In the settings of the roles for Themes/Features/Stories, there are separate permission toggles for Add and Save
Since release 11.14, Epics/Capabilities also have separate Add and Save permission toggles.
However, objectives and goals still have a combined toggle for Add/Save.

To maintain consistency and make it easier to manage these items, it would be very handy if the objectives and goals followed the same structure, so we could differentiate in giving access to goals and objectives.
