Issue Summary

Currently, some users are experiencing a 'Page Unresponsive' issue when attempting to create a Dependency and entering data in its Owner or Requester fields

Steps to Reproduce

1. Open a Capability in the application.
2. Scroll down to the Dependency section and click '+Add'.
3. Enter Title, Description, and Requesting Program.
4. Click on the 'Requestor' field and observe the 'Page Unresponsive' pop-up.
5. Enter other fields, click on 'Owner', and start typing a name to trigger the 'Page Unresponsive' pop-up.

Expected Results

The user should be able to search for users to add to the work item, select them, and add them

Actual Results

A 'Page Unresponsive' error is displayed, blocking the user from being able to create/edit the dependency

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
