Issue Summary

When loading the Legacy Roadmap, privateapi/roadmaps/epics and privateapi/roadmaps/features endpoints are resulting in response from server times in excess of 20 seconds for some large requests

Steps to Reproduce

1. Populate a Program with >500 Epics and Features
2. Load the Roadmap with a PI containing all of those work items
3. See the page load takes considerable time to complete
4. Check HAR file and see that privateapi/roadmaps/epics and privateapi/roadmaps/features are the longest calls, waiting on server

Expected Results

Roadmap is able to handle reasonable high work item counts in a timely fashion.

Actual Results

Timeouts or very long page loads occur when the Roadmap is forced to load a large item count.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
