Chat: Search by First Name and Last Name simultaneously is not working

Steps to Reproduce

1. Login.
2. Go to any work item with chat functionality.
3. Open chat modal and try to add a reference to the user by typing First and Last name

Expected Results

User can be found by First and Last name simultaneously

Actual Results

User can be found by First OR Last name

Workaround

Typing first name or last name and search in the list that appears
