On the team grid, if you choose a Program as the filter level, the default will display teams of all types associated with the Program.

On most other pages, if you filter by a hierarchy level, you only see items at that hierarchy level and below.  In this case you can see Portfolio and Solution level teams, which are higher up than Program. 

This can be worked around by adding extra filters, but the default Program filter logic doesn't follow the same logic that it does in other areas of the application.  Please consider changing the Program level filter to not include Solution and Portfolio level teams.
