Issue Summary

Currently, it is not possible to view a Portfolio in the Team Hierarchy dropdown in the top navigation unless it has at least one Program assigned to it.
Request to have a message in the Portfolio creation tab reminding users to link Portfolios to Programs in order to see the Portfolio in the Team Hierarchy dropdown in the top navigation.

Steps to Reproduce

• Create a new Portfolio without adding a Program
• Navigate to Team Hierarchy dropdown in the top navigation
• Search for the newly created Portfolio
• Notice that the Portfolio is in the list

Expected Results

Users should be notified during Portfolio creation to assign at least one Program to a Portfolio in order to see the Portfolio in the Team Hierarchy in the top navigation

Actual Results

Portfolios created without linked Programs are not visible in the Team Hierarchy in the top navigation, creating confusion among customers who do not know how to fix this.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
