Summary:

As identified during an investigation with the Engineering team, we found out that in order for the new Team Hierarchy Menu to work properly with Capabilities enabled, it's a prerequisite to have "Enable Solutions Menu" set to Yes on Administration > Platform > Solution tab
Otherwise, Portfolios and Solutions may be delinked, causing the message "You're not assigned to any Teams" when you try to expand Portfolios in the new menu.
