Issue Summary

Some older tags that are missing a ItemID cannot be used to filter by tags on the Roadmap.

Steps to Reproduce

1. Create a new tag and assign to work items
2. Filter Roadmap by this new tag
3. Note that results are generated
4. Switch the filter to an older tag that has a null ItemID
5. Note that no results are generated due to NOT NULL check in the script.

Expected Results

Any tag should be able to filter on the roadmap

Actual Results

Tags missing an ItemID from before the field was generated fail to filter on the Roadmap

Workaround

Creating a new tag can allow for filtering, but the tag cannot match the old one.
