Issue Summary

'Quick Add' functionality is not available on the Capability Backlog when selecting Solution in the top Teams filter

When selecting a Portfolio in the Teams filter, then select the Backlog page, then change the Viewing option from Epic to be Capability Backlog,  the Capability 'Quick Add' option is displayed.

However, when selecting a Solution in the Teams filter, then select the Backlog page, which leads to Capability Backlog,  the Capability 'Quick Add' option is not displayed.

Steps to Reproduce

1. From the top Teams filter, search for a Portfolio and click on it. So the top-level filter is Portfolio
2. Go to Backlog page
3. Change the Viewing option from Epic to be Capability Backlog
4. Notice the Capability 'Quick Add' option is displayed as expected.
5. Now to see the issue, from the top Teams filter, search for appropriate related Solution and click on it. So the top-level filter is Solution
6. Go to Backlog page which leads to Capability Backlog
7. Notice the the Capability 'Quick Add' option is not displayed

Expected Results

'Quick Add' functionality should be available on the Capability Backlog even when selecting Solution in the top Teams filter

Actual Results

'Quick Add' functionality is not available on the Capability Backlog when selecting Solution in the top Teams filter

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
