Issue Summary

When going to the PI selection of a New Objective creation menu, selecting the PI box will open a list of all available PIs.
When clicking on the desired PI, nothing will happen on the first click.
You need to click the desired PI a second time before it will acknowledge the selection.

Steps to Reproduce

1. Create a new Objective in the New Objective experience
2. In the Program Increment selection, click on the desired PI once
3. Note that no PI is actually selected.
4. Click on the desired PI a second time
5. Note that it is properly selected now

Expected Results

PI selection respects the first click on the desired PI

Actual Results

First click on the desired PI is ignored by the system.

Workaround

Click on the desired PI twice.
