Issue Summary

When creating a Program Objective, the Program dropdown allows for type-ahead filtering.
When selecting the Team after selecting the Program, type-ahead is not supported and it is just a normal dropdown.

Steps to Reproduce

1. Open the Add Objective Menu for a new Program Objective in the new Objective experience
2. Select Program tier
3. See that Program select has type-ahead. Select a program with teams.
4. See that Team select is only a dropdown.

Expected Results

Type-ahead is supported in all dropdowns in the Objective creation screen.

Actual Results

Type ahead is only supported in certain dropdowns of the Objective create screen.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
