Deleting and Recreating a Portfolio causes a failure for Team Role access to be inherited

      Issue Summary

      It is possible to delete a Portfolio even though it has linked Programs underneath it
      If a Portfolio is deleted and recreated with exactly the same name, with one or more programs associated to the Portfolio prior to deletion, then this can cause an issue where a user that set as team "Portfolio Member" within the Portfolio does not inherit permissions to the Programs that were connected to the Portfolio prior to deletion

      Steps to Reproduce

      Reproduction information will be provided in a video that will be added as an Atlassian internal comment (just because the video also discusses Atlassian Intellectual property (database content etc)

      Expected Results

      Deletion and recreation of a portfolio should not cause an interruption of the inheritance of Team role based access to child items (such as Programs)

      Actual Results

      Users who have team membership set in the Portfolio are unable to  access all of the programs below the portfolio

      Workaround

      Add the users directly to the Team Membership list of the affected program(s)
