Jira Connector - Improve Error Message When Custom Issue Type Entry Is Empty

      Issue Summary

      On Settings > Jira Settings > Custom Issue Types (tab), if a user adds custom issue type entry rows, but does not populate all of them, the error "Issue Type ID needs to be numeric" is returned when "Save" is clicked.

      Enhancement

      Make the error message more descriptive to indicate the unpopulated entry row as the cause.
