Receiving access error when navigating to Solutions without Capabilities enabled

      Issue Summary

      Customers using Solution without Capabilities are receiving "You need more access to view this page" error when accessing a Solution from the Team Hierarchy Navigation. This is also true with Team Hierarchy Navigation disabled. This issue started occurring after the 11.12.1 release.

      Steps to Reproduce

      • Enable Solution Menu and Enable Capabilities enabled under Platform>Solution
      • However, the capabilities is disabled in the Portfolio specific configuration
      • Under System Roles, all the permission toggles at Solution level is disabled
      • Consider the case when Enable Team Hierarchy Navigation is set to Yes
      • Navigate to Teams> Expand the respective Portfolio> Select the Solution
      • Notice that the page throws "You need more access to view this page" error
      • This issue is true even when Enable Team Hierarchy Navigation is set to No

      Expected Results

      Instead of showing an error page, customers using Solution without Capabilities should ideally be navigated to the epic backlog (which requires backlog permissions to be turned on under the solution level).

      Actual Results

      Customers using Solution without Capabilities are receiving "You need more access to view this page" error when accessing a Solution from the top navigation irrespective of whether Team Hierarchy is enabled or not.

      Workaround

      There is no known workaround at this time.
