Issue Summary

Arrow colors on the team dependency map do not currently line up with what the color legend says.

• Green - Committed/Delivered
• Orange - Not Committed / Not Delivered
• Blue - Rejected or Not work Required
• Red - Blocked

Currently, dependencies that are "No work required" are showing up with a green arrow.  Items that are Committed are showing up with blue arrows

Steps to Reproduce

1. Open the team status level dependency map
2. Select a Program and PI that will allow dependencies in various states to populate on the report
3. Click on a green and blue dependency arrow in the report

Expected Results

The green arrow item should be committed or delivered.  The blue arrow should be rejected or no work required.

Actual Results

The "No work required" item is showing with a green arrow.  The committed item is showing with a blue arrow
