Feature Backlog - Kanban Column View - PI Load and Program Load should use consistent estimates

      Summary

      The Estimated PI Load in the Feature Backlog - Kanban Column View uses the Feature Estimate generated from the Details tab of the Feature Slideout.
      The Estimated Program PI Load uses the Forecast tab's Forecast Estimate to generate the load value.
      This makes the two bars on the page inconsistent.
      This is further confusing if an organization does not use both systems to estimate work.

      Ask

      Allow the user to set the Estimate they would like to use for the backlog as a whole: either Details tab estimate or Forecast tab estimate so the calculations on the page are consistent for every system.
