Issue Summary

After updating a sandbox instance to 11.12, the new Roadmap functionality was inconsistently enabled for various roles.

After some internal tests with other instances, it behaved differently on each one. A few roles had it enabled after the new release, while others did not show a clear pattern.

Steps to Reproduce - Scenario 1

1. Update your SandBox/Test Instance to 11.12.x
2. Note that a few roles in Administration>roles will have it enabled and others not, without a clear pattern

Actual Results

• Roles having it enabled randomly

Expected Results

• Roadmaps should be toggled off by default, allowing the admins to pick which role will use this feature.
• Audit logs should reflect the changes, indicating that Jira Align updated the role permission during the update

Workaround

Manually, update the roles.
