When applying Customers filter in the Feature Backlog the page shows blank.

      Issue Summary
      When accessing Feature Backlog and trying to apply a filter selecting Customers, the page won't load if only the Program in Tier 1 is selected.

      Steps to Reproduce
      1. Go to Backlog
      2. Select a Program in Tier 1
      3. Leave Tier 2 blank
      4. Go to Apply Filters
      5. Filter by Customers
