Issue Summary

The Administration > Other Setup > Programs toggle is required for a user to be able to add/remove users from Program membership.

This same toggle also allows the same user to freely add/delete programs.

Expected Results

Adding team members to a Program should not require the ability to add/delete programs

Actual Results

The Administration > Other Setup > Programs toggle allows too much global access and the ability to modify a Program should be more granular.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
