Issue Summary

As of 11.10.x, accessing the OKR Hub through the side nav should always default to the new experience.  If you visit the OKR Hub and click "go to legacy" to see the old view, it will continue to default to the legacy view on subsequent visits to the OKR Hub.

Steps to Reproduce

1. Navigate to the OKR Hub
2. Click "go to legacy" to open the legacy view
3. Navigate away from the OKR Hub
4. Go back to the OKR Hub by clicking the option in the left nav

Expected Results

The OKR Hub (new experience) would open by default

Actual Results

The legacy experience opens up
