[JIRAALIGN-812] Roadmap: Release Vehicle view not loaded for Release Train Engineer

      Steps:

      1. Login to instance.

      2. Impersonate .

      3. Select Program and Release.

      4. Go to Roadmap>Release Vehicle view.

    • ER: Report loaded.
    • AR: Nothing happens.
    • Rockets - SCORP4

      Problem - The Release Vehicle view doesn't load for a user with a Release Train Engineer role. 

      Steps: 
      1. Login to Jira Align instance as a Super Admin. 
      2. Impersonate the user that possesses 
      3. Select a program and Release. 
      4. Go to Roadmap>Release Vehicle view. 

      ER: Report loads. 

      AR: Nothing happens.
