Issue Summary

There is a discrepancy in reporting the completion date of Features in the Process Flow Cycle Time—Control Chart compared to the Details view or the Audit logs. Consistently across all features, the displayed date is always one day earlier than it should be.

Steps to Reproduce

1. Make sure you have Process Flow setup for the Features
2. Pick one Feature and complete it by moving to the 'Accepted' state
3. Go to 'Process Flow Cycle Time report
4. Set the Process Flow and Date range to show the Feature above
5. Check the date of the Feature in the Control Chart (blue diamond icon)

Expected Results

Completion date match with the Details view or the Audit log

Actual Results

Completion date is always showing one day earlier.
