Issue Summary

When PATCHing an Accepted Capability, the In Progress Date and Accepted Date are both being set to NULL.

Steps to Reproduce

1. Create a Capability
2. Set the Capability to In Progress, Save, then Accept the Capability
3. GET the Capability to see the In Progress Dates and Accepted Dates populated
4. PATCH the Capability to change a field such as description
5. GET the Capability and check the In Progress Dates and Accepted Dates are now NULL

Expected Results

PATCH should only affect the listed fields

Actual Results

Changes to In Progress Dates and Accepted Dates, including who made the change, are being set to NULL

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
