Issue Summary

Required field setting will not be enforced for the Program Increment field on Epic and allowed user to save the changes without PI value entered if 'Span Capabilities Across Program Increments' is set to 'No' in the Platform settings.

Steps to Reproduce

1. Set PI is required for Epic in the 'Details panel settings'
2. Platform > Portfolio > Span Epics Across Program Increments: either YES or NO
3. Platform > Solution > Span Capabilities Across Program Increments: NO
4. Create a new Epic or edit and existing one, and try saving it without PI value

Expected Results

'Program Increment cannot be empty' error message is shown, and it cannot create/save the Epic.

Actual Results

An Epic can be created or saved without a PI (Program Increment) value.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
