PI Cleanup Report - Impediments not filtering by Program

      Issue Summary

      If there are multiple impediments across different programs but in the same PI, they will all show on the PI Cleanup Report regardless of the selected Program.

      All of the other work items (Features, Stories, Risk, etc.) all filter by the selected Program.

      Steps to Reproduce

      1. Make sure that you have at least 2 impediments in different programs but tied to the same PI.  This can be through stories or teams linked to the PI.
      2. Go to Program (select a program) > Reports > Program Increment Cleanup Report

      Expected Results

      The impediments displayed in the list would only include items under the current program

      Actual Results

      All impediments in the PI are showing.  Impediment is the only work item type that isn't filtering as expected

      Workaround

      No known workaround
