Issue Summary

When trying to filter the Orphan Features as per Theme or EPIC does not give the correct results on the Program Board page

Steps to Reproduce

1. Login to JA, and select any Program with Capability enabled from the Program menu
2. Go to Program Board from the left menu
3. Click on "More Actions" at the top and click on "Orphans"
4. This will open the "Program Orphans" window
5. Select the Program and PI, it will list down all the Orphan Features
6. However when we select the Theme and Portfolio EPIC, even if Orphan Features belong to the filter it does not list the feature.
   

Expected Results

Upon applying the filters for Themes and EPIC, it should list the Orphan Features

Actual Results

Upon applying the filters for Themes and EPIC, it does not filter the results

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
