OKRs: Ability to support more levels of OKR

      Hello Team!

      Summary

      Align currently enables the management of Strategic Goals; however, it does not support Key Results (KRs) at the highest level.

      Additionally, some teams implement OKRs at an intermediate level between Portfolio and Program. Although a Solution Layer exists, it necessitates the enabling of Capabilities.

      Align primarily supports three comprehensive levels of work, and four if you include capabilities. In contrast, Jira and Jira Advanced Roadmap accommodate a significantly larger number of levels

      The Request

      Enhancements Requested:

      1. Establish top-level objectives and key results that extend beyond the portfolio level, enabling them to manage cross-portfolio initiatives. These objectives should be able to connect with overarching themes or large-scale programs that span multiple lines of business or programs.
      2. Implement a flexible OKR structure that allows for objectives to cascade upwards without necessarily being linked to specific tasks. This approach may result in having more levels of objectives than there are work levels, allowing large organizations to avoid the burden of maintaining 100 OKRs at the portfolio level. Instead, this structure can facilitate more granular OKRs aligned with the organizational hierarchy.
      3. Design a flexible OKR structure that can be integrated at any level of work.

      OKR on Theme level
      OKR on Portfolio level
      OKR on Solution level w/o requiring capabilities
      OKR on Theme-of-Theme (Program) level
      OKR on Team level connected to work
