The Jira Project field showing as an option on the release vehicle slideout should be tied to its associated connector settings not the settings of all connectors or only the first connector.

Description
Issue:
Jira Connector #1 config for Release vehicle/ fix version sync improperly applying for 2nd Connector (Jira Project field does not show on create)
STR:
1. Given an environment with two or more jira connectors
2. Given connector 1 has the toggle Allow Releases to sync with Jira Fix Versions set to no
3. Given connector 2 has the toggle Allow Releases to sync with Jira Fix Versions set to yes
4. Create a new Release Vehicle and select a Program Increment related to a Program that is mapped to a Jira Project from Connector 2
AR:
The Jira Project field does not show on the release vehicle and will only show if you also set the jira project field to yes on connector 1 as well.
