Issue Summary

Any user with access to Recycle/Cancel bin can see all Programs and Releases in the dropdown list

Steps to Reproduce

1. With a user that is part of a single Program and has access to the bins, go to the recycle bin
2. Notice that the user can see all Programs listed and All Program increments, despite not being a member

Expected Results

The user should only see Programs and related Program Increments of which they are a member.

Actual Results

The user can see and select all Programs and Program Increments

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
