Description:
Currently, in Jira Align, there isn't a feature that allows Super Admins to automatically enforce a limit on the number of active users to ensure compliance with the subscribed license count. This absence of control can lead to inadvertently exceeding the allocated number of licenses.
Enhancement:
It would be highly beneficial for Jira Align Super Admins to have the ability to set a cap on the number of active users in the system. This feature would prevent the activation of additional users beyond the subscribed license count. By implementing this enhancement, Super Admins can maintain better control over license usage, ensuring compliance with their subscription agreement. Additionally, it would provide the opportunity to proactively manage user access and plan for license expansions when necessary during the License Renewal process

I like this suggestion too!
Now that the Atlassian Admin Hub/Atlassian Guard can be used to manage users and SSO for Jira Align, it would be great to see the entirety of JA's users' product access/roles settings move into Atlassian Admin Hub (using a parallel logic of how Atlassian Admin Hub is used to manage Jira's users' product access/roles).
If this suggestion were to get incorporated into the larger effort of aligning JA to the Atlassian Admin Hub, then JA would be able to benefit from the same type of licensing controls that are already in-place in the Admin Hub for other Atlassian cloud products' licenses.
In other words, my personal opinion that is it is not worth having the JA team build another JA-specific/JA-isolated administration mechanism that ultimately would have to get undone anyway as part of the eventual full incorporation into the cloud platform/Admin Hub.
