Unable to create new stories using import stories functionality

Steps to Reproduce

1. Navigate to Programs > Choose a Specific Program > Stories > More Actions > Import Stories
2. Use the file: ImportTemplate_NoCountries_(1)_SingleStory.xls
3. Now create a new Story for the same program in Jira Align
4. Note the story id
5. Specify the ID in the ID column of the row for the story in the file. The import now succeeds.

Expected Results

Story to get imported successfully.

Actual Results

We get the error message:
