Implement External ID Validation to Prevent Duplicate User Creation in Jira Align

      Description:

      Currently, when syncing users from Jira to Jira Align, it is possible to import a user with the same External ID as one that already exists in Jira Align. This can result in the creation of duplicate user accounts, leading to issues such as users being unable to log in due to multiple accounts sharing the same External ID.

      Enhancement:

      To enhance user management and prevent login issues, Jira Align should incorporate a validation check on External IDs during the user synchronization process from Jira. This check should function similarly to the existing email address validation, ensuring that users with the same External ID are not duplicated upon import. Instead, the system should recognize and sync the imported user to the already existing Jira Align account with the matching External ID. This enhancement will ensure data consistency and prevent user access issues caused by duplicate accounts.
