Summary

When a story moves to In Progress, this automatically moves the Feature to In Progress causing governance issues
For example, if a Feature, Capability, or Portfolio Epic has strict policies that must be met before it can be started (e.g., Exit Criteria), these are bypassed when a Story is moved to "IN PROGRESS".

When a team responsible for governing the Feature / Capability / Portfolio Epic Kanban next reviews it, it's not obvious to them that a work item has progressed to IN PROGRESS without the proper governance oversight.
