Issue Summary

The Program Board reload can get cluttered by additional Program Increments (PIs)/anchor sprints on reload when saving work items if the filter is changed on a different JA page.

Steps to Reproduce

1. Navigate to Program Board, select 1 PI in the left filter, it should have some associated work items
2. Open a new JA tab, can be any page with left PI filter, for example Portfolio Room
3. Remove PI from filter, apply, close this second tab
4. On the first tab with Program Board, refresh the page
5. Observe that the original PI is still selected and the correct data loads
6. Open an objective quick view, click on the title to go to the details panel
7. Change the item's description, slick Save and Close
8. Observe that the Program Board loads unrelated PIs cluttering the view

PS.: There is no need to have multiple tabs to observe the symptom. Just by refreshing some data in the work item it will make the PI filter to get screwed.

Expected Results

Program Board should not be affected by other reports and should refresh with the data correctly when making changes.

Actual Results

Unfiltered PIs load.

Workaround

Select a different PI in the filter on the Program Board, then select the original PI, this should reset the filtering correctly and the page should work again.
