Problem

Currently, when someone changes a Backlog's ranking, there is no easy method to detect this and see who made the change, when it was made...etc. One must hunt and peck individual work items and their Audit Logs to try and piece together changes to a Backlog's rank.

As there is no read-only view of a Backlog, this presents the challenge to control and understand the changes being made to a Backlog's rank.

Suggested Solution

Requesting a Backlog centric Audit Log that tracks changes to each Backlog ranking. This will greatly improve the ability of Product Owners, Product Managers, and Solution Managers to manage their Backlogs effectively.

Ideally, a separate Audit Log would be available for each work item+scope combination:
Global, Global-PI, Portfolio, Portfolio-PI, Program, Program-PI, Team-Sprint
