Ranking Features - unassigned backlog moved to the top of Global Program Rank

      Make sure you have Program and PI selected in Tier 1 -also you have few features with release and few without for this program
      1. Go to Backlog
      2. Feature view
      3. Click unassigned backlog
      4. Change ranking for unassigned features
      5. In tier 1 for PI click Reset to None
      6. Look at backlog list

      Please fix scenario where: you make changes to global program rank then set PI, go to unassigned backlog make changes to ranking there, click reset to none for PI as result global program rank is not saved.

      This should be another unique rank so that users can rank items assigned to a PI and items in unassigned backlog together. The rank specific to unassigned backlog should not impact this rank.
