Issue Summary

When moving a Program to a new portfolio via V2 API, portfolio team members of the new portfolio cannot view this new program or associated work items. Members of the old portfolio team can still view this Program.

Steps to Reproduce

1. Create 2 portfolios.
2. Populate each portfolio team with members
3. Create a program and associate it with first created portfolio.
4. Move the program to the second portfolio via V2 API patch
5. Log in as a member of the second portfolio team

Expected Results

Second portfolio team can view this program.

Actual Results

Second portfolio team cannot view this program and first portfolio team still can.

Workaround

Program may be manually moved between portfolios via UI as a work around.
