Decouple Capacity Plan Read-Only Permissions across levels

      Problem

      Currently the Read-only permission for Capacity Plan toggle is linked to levels at Portfolio, Solution, and Program levels. If it's enabled at one level, it will enable at all levels.

      Expected Result

      Each level should have access to determine if they can modify capacity or should only be read-only. The levels should not be linked.
